Yes — that's the whole design. The adjustable hook-and-loop strap wraps around the body rather than draping over the back like a towel, so it holds through the shake, the sprint and the victory lap. Fasten it snug but not tight: you should be able to slide two fingers underneath.
Most dogs go from soaking to just-damp in about 15–20 minutes, and fully dry within the hour, depending on coat thickness. A double-coated breed like a Husky or Golden takes longer than a short-haired Beagle. It won't dry your dog instantly — nothing does — but it takes the water out of the coat instead of out of your sofa.
More dogs accept the robe than accept a coat or a harness, because the pressure is even across the body rather than pinching at one point — it's closer to being swaddled. Most settle within about 30 seconds. If yours genuinely won't wear it, that's what the 30-Day Fit Promise is for.

Some new microfibre has a faint manufacturing smell. Run it through a cold wash before first use and it goes. It also gets softer and more absorbent after the first couple of washes.
